Jîvl-kîcë Bî (/ˈqënɪ/ /ˈkɪcë/ [innocent] [damage]) is a temperate Town located in the Bëmtlaci Zone of the Union of Engineers.

The name Jîvl-kîcë Bî is derived from the Iron Elvish language, as Jîvl-kîcë Bî was founded by Grèbëd Zeshêpí, who was culturaly Iron Elven.

Climate

Jîvl-kîcë Bî has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a pleasant 25°C (77°F). Jîvl-kîcë Bî receives an average of 252 cm/y (99 in/y) of precipitation, most of which comes in the form of rain during the spring. Jîvl-kîcë Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 3408 m (11181 ft) above sea level.

Overview

Jîvl-kîcë Bî was founded durring the late 13th century in fall of the year 1163, by Grèbëd Zeshêpí. The establishment of Jîvl-kîcë Bî was somewhat plagued by a lack of willing colonists, leading to Grèbëd Zeshêpí electing to pay people to resettle in Jîvl-kîcë Bî.

Jîvl-kîcë Bî was built using the conventions of Iron Elven durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Jîvl-kîcë Bî is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.

Jîvl-kîcë Bî is was constructed arround several crampt packed earth mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The town sits comfortably behind a palisade wall complete with a timber gatehouse and battlments. Jîvl-kîcë Bî's timber-based walls are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.

Looking around Jîvl-kîcë Bî you immediately realise that the locals are looking back at you. All of them. Everywhere you look somone is staring back at you analytically, looking over every inch of you, your gear, and your companions. As you get close to people, their hands move closer to their belt knife, or dagger. You may want to watch where you go and what you say...

Civic Infrastructure

Jîvl-kîcë Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Jîvl-kîcë Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Jîvl-kîcë Bî's parks.

Jîvl-kîcë Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Jîvl-kîcë Bî.

Jîvl-kîcë Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Jîvl-kîcë Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Jîvl-kîcë Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Jîvl-kîcë Bî's public wards, blessings, and other arcane systems.

Jîvl-kîcë Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Jîvl-kîcë Bî's grid is powered by a direct leyline tap.

Jîvl-kîcë Bî possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.

Jîvl-kîcë Bî has a first rate hospital which caters to anyone in need of long term medical care.

Jîvl-kîcë Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Jîvl-kîcë Bî's natural decorations nor waterways.

Jîvl-kîcë Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Jîvl-kîcë Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Jîvl-kîcë Bî's mayor's house was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.

Due to the actions of local Kami, winter is recurring in Jîvl-kîcë Bî.

The Vukodlak near Jîvl-kîcë Bî are known to be quite timid.

Jîvl-kîcë Bî's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves bloodletting to channel Wild Magic energies of tier 1 via chanting.
